Barb brought the meeting to order at 7:02.
Brian reported that a resident on Green Road South talked to him about the Town turnaround on his property. It was enlarged last year about 10-15 feet beyond the ROW. The culvert was recently changed and some debris was left at the spot where the driveway to a new home will be. He said it is okay until spring but he would like a meeting with the Selectboard and Road Foreman to address the issue in the spring.
Barb said a resident called from West Hill Road during the last snowstorm and said his road wasn’t plowed early that day. The Town was shorthanded then, there is a new hire now and this shouldn’t continue to be an issue. Barb will call him.
Underwood Trust follow-up re: Town truck turnaround on French Settlement Road. The turnaround has been there for a long time, but there is nothing in writing as originally this was a gentleman’s agreement. Discussion on what can be done. The problem is that the truck doesn’t have room to turn around in the ROW. Brian will talk to the lawyers that sent the letter. Further discussion on the turnaround. Brian will follow-up.
Offer for surplus vehicles will not be followed up with.
HSA payments- $775 each quarter for singles and $1562.50 for families. Barb moved to authorize funding of HSA accounts quarterly at $775 for singles and $1562.50 for families for the 2012 calendar year, effective January 1, 2012. Brian seconded, vote called and passed.
OSHA Compliance Workshop- VLCT will have one in the spring, so no one will not attend this one.
Para- med confidential letter was silently read by the board members and will be filed in the appropriate employee file.
CVPS- LED for street lights- Elwin will do research and this will be put on the January 3 agenda. The Selectboard expressed interest in this as it will save money for the Town
The Town will discontinue its subscription to Government Fleet magazine because it is not relevant to the size of our fleet.
Noble Industrial follow-up. The certified mail receipt from Brian’s letter to them was returned, without further communication.
George Vince’s letter to Margaret Urz was read aloud re: her property in Lincoln.
PACIF Equipment Grant Program- Elwin talked with Tim, who will come up with some numbers and a list. There are two opportunities a year. April 30 is the 1st deadline. Elwin wants to keep this information in the Selectboard file instead of the grants drawer in the vault so he can access it easier.
VLCT Scholarship Program. Two individuals can get up to $300 a year for courses that are not put on by VLCT. Elwin will call and get more information.
Property Value letter was read.
Henry Wilmer’s letter of resignation from the Library Board was read. Brian Goodro regretfully moved to accept Henry Wilmer’s resignation from the Library Board of Trustees. Barb seconded, vote called and passed. The Selectboard wishes him well and hopes for his continued healing.
Info from the Chamber of Commerce about their web site, etc. The Board agreed that Sally can do what she feels is best.
Discussion on the Town website.
VT Police Assoc. luncheon- no one can attend.
Discussion on the Moody Road culvert.
Complaint about the far end of Moody Road, where there are sap lines across the road impeding the snowmobile trail. Snow machines can get through but the groomers can’t. The Selectboard authorized Ann to send a letter by certified mail asking landowner to move the lines during the off season and raise them up above 15 feet.
Amendment to the Personnel policy was reviewed. Barb moved to make an amendment to the Town of Lincoln Personnel Policy that replaces page 5, last paragraph “The Town will pay 100% of the cost of individual coverage for the plan or plans offered by the Town. If the person elects to have a two person or family coverage, the Town will pay 50% of the additional cost for this coverage” with “The Town will review coverage and costs annually.”Brian seconded, vote called and passed.
Minutes of Dec. 6th meeting were not approved because the Board had not all read them yet.
The VLCT Wellness Initiative was read through.
The Selectboard reviewed the VLCT Calendar of events for 2012 to see what workshop, etc., are coming up.
Orders were signed and correspondences gone through.
Brian said he talked to Dave Venman about the lease on the solar array. Ann will call George Vince about the amendment listing Town Entities. The Board has to add a clarification amendment or point of order to the document for the school on the Solar Array. Amendment was worked on.
Recent necessary truck repairs came under warrantee.
The Municipal survey was completed and mailed.
Budget-
Discussion on the Highway Budget- the wages line is increased to reflect pay increases for the road crew.
Gravel- discussion on Quaker Street- sections need to be dug up and reworked. $95,000 budgeted but big projects not necessarily to be done.
Sand- the Town had good sand last year and paid less. Sand- $45,000
Salt- Discussion on prices. The overage last year was in part because of a problem the year before that was billed in January, as well as the bad winter.
Culverts- Grimes Road culvert and mitigation or structures grant. Other culverts need to be upsized. $12,000 for culverts. Some were paid for by FEMA.
Guardrails in pretty good shape, item will be left at $2,000.
Cold patch – discussion on cold-patch and sealing- very expensive. Change line from cold patch to cold patch/sealing - $5,000.
Paving- put in $50,000 to do Page Hill or use toward a grant. Discussion on Page Hill- maybe putting a culvert in will help.
No ARRA or Downingsville grant money this year.
Road Improvement- $10,000- maybe use some of this to put a crosswalk in near the school and erect signs that say “Pedestrian Zone”.
The Ditching line will be left blank as it is hard to separate it out.
Bridge Improvement left blank because it goes into the Capital Fund.
Better Back Roads Grant- way over on concrete work, stone amount was over because of amount that was needed and other factors. There is nothing on the site yet for Better Back Roads in terms of grants.
Road Side mowing- 2 year contract is up. Lincoln’s roads are hard to do. $8,000 for the two year contract for now. Timing will be put into the bid.
Discussion on the Lister’s budget and Planning Commission budget.
Larry will check on the unemployment insurance.
A line item will be created for ACS expenses.
Discussion on general increases in wages. 3% for road crew.
The Selectboard intends to separate out the Assistant Clerk and the Administrative Assistant positions. Elwin brought statistics on what he believes is the average Assistant Clerk and Admin. Assistant wage. Discussion on the wage and hours for these positions.
Discussion on past Selectboards and pros and cons of a five member board.
Discussion on budget overages and FEMA.
Discussion on FEMA State money.
Selectboard agreed to see where they’re at with the numbers. Selectboard Meeting with the public on the budget Tuesday, January 11th. Budget review and input meeting.
